Please try this one.
Click Summary Design tab and select your Summary.
In Summary Properties - Apply Filter dropdown, select 'Default Filter'. Accept.
Create an export for your summary.
In Edit Export Properties window - Summary View panel, 'Select Filter' dropdown should now enabled.
Select the filter you want to use. Accept.

I was able to have the correct filter for the summary doing it that way. Is that the intended way of adding a filter to a summary for export? It would be hard to verify a summary is correct if you can't have the filter on the summary as you build it and then build the export.
Is there no way to have the filter you put on the summary automatically carry over to the export?

You can set the filter you like (except Default Filter) for a specific summary in 'Edit Summary Properties' window - 'Apply Filter' dropdown. The filter will be applied to that summary automatically when you export it.
Selecting the 'Default Filter' in Summary Properties enables the 'Select Filter' dropdown in Export Properties (Summary Options) - it means that the summary export will use any filter that is set in Export Properties (Summary Options).
