I've had a look around for information about this error and I can't find anything useful. I came across a reference to Oracle in relation to a similar error message - hence my earlier question about your export format. It does look like an external call of some kind.
Have you downloaded V12.5 as this release addresses a number of issues and may solve the problem for you.
If you are a registered user, you should be able to download this version from the website.

I've been doing some more research on this and I think it could be a network-licence issue.
Are you using Citrix?
Can you test this on a standalone installation?
You could download a trial version and try it out on a standalone PC. If it works, then you could begin to investigate the network licence situation.
I am looping in the individual on my team who is having the issue on their machine. He is in the process of reaching out to in-house Help Desk folks and this feedback will be very helpful. We as individual users do not have admin rights on our machines to conduct installs, and this will need to be coordinated with our IT Support folks.
