This file is, more than likely, related to your Windows Updates/Hot Fixes.

You will need to check with your IT department to see if they were having problems with the Network when they tried to deploy a Win Update, of if something else is going on.
It could be something as simple as performing a reboot.
A reinstallation of Monarch may be necessary as well.
