Then the following information from the Monarch Help file may be useful to you.
"This error message displays when the folder that has been specified as the location for temporary work files cannot be accessed. The folder either does not exist or you do not have CREATE and WRITE permission to the folder. To correct this error, obtain the appropriate access to the folder or select a new drive and folder for the temporary files by editing the WorkPath setting in the Windows registry. For a complete description of the WorkPath setting, see Settings."
