You most probably have Monarch V5 open, or some other application that is using files that Monarch 6 needs to install.
The best idea is to shut down all applications and retry.
If that doesn't do the trick, reboot and run the install before you do anything else.
Usually the installation will tell you which file is locked - that would be useful information if these steps do not resolve the problem, as it might point to a rights/security issue. In this case, you may not have rights to a folder the install program is attempting to write to.
